KTUH FM started as a standing board of trustees of the Associated Students of the University of Hawaii (ASUH) in 1966. For the initial three years, KTUH was entirely an ASUH advisory group, both in financing and activity. As an AM shut circuit activity, it achieved UH dormitories. On September 28, 1967, the ASUH passed a determination asking then-UH President Thomas Hamilton to apply for a FM instructive permit.
